US officials have signaled support for new Ukrainian counteroffensive operations in 2025, although ISW continues to believe that Ukraine should take the initiative on the battlefield as soon as possible, given the growing Russian momentum in the war.
Financial Times reported on May 5 that White House National Security Advisor Jake Sullivan said Ukraine plans to launch a counterattack to regain Russian-controlled territory by 2025, after providing military support.
He added that US military assistance would not `flip a switch` to immediately change the situation on the battlefield in Ukraine.
According to Mr. Sullivan, US military support will allow the Ukrainian army to `hold the line` and resist Russian attacks for the remainder of 2024.
However, ISW continues to assess that it will likely take several more weeks for Western weapons and ammunition to reach Ukraine’s front-line units and begin to have a tangible impact on the battlefield, and that
